Just had a browse through
National Stationary Exhaust Noise Test Procedures for In-Service Motor Vehicles
So the basic measurement for bikes is microphone on a tripod 500mm from the outlet at same height as the outlet and 45 deg angle from the direction of gas flow ambient noise level must be no higher than 10db lower than the level being measured and must be in the open not under a roof of any kind.
RPMS 3000 or 2500 if its a harley davidson motorcycle. this is how we roll in Australia

You must live out of the city then. Living in the city cops don't know much and have no experience to judge from. It sucks since a lot of what they do to us is up to their discretion. I just try to avoid them and cagers :D
