That's weird because I still have to tape over the wheel weights but I use Black tape. I must have a really good wheel as the last couple of Pirelli Diablo Rosso Corsa 2 rears have been balanced without any weights needed on the wheel. There were no weights on it from new/factory either.

I remember reading that it is decorative and is meant to replicate the tape that racers used to use to hold wheel balancing weights on with.
